MSCC minutes, 20 June 2007

1 Sederunt and Apologies and Welcome
Melanie Main explained that she was standing in for Anne Laird as Chair for the meeting. She welcomed attendees to the meeting and noted apologies.

2 Meeting of 16 May meeting
The minutes of the previous meeting were approved, pending an amendment under item 5 to alter ‘July meeting’ to read ‘a future meeting’. (Proposed: Susie Agnew; Seconded: Hugh Leather)

3 Matters arising
Hugh Leather updated the group:
- Hugh Leather and Alastair Philp attended the Neighbourhood Partnership induction day. Hugh brought some slides and booklets from the induction day along to the MSCC meeting for people to look at. The agenda for the first meeting of the local Neighbourhood Partnership is available on the MSCC blog. This meeting won’t be open to the public, but Alastair Philp will represent the MSCC and put forward the MSCC’s view that future meetings should be open to the public.
- Four representatives from the MSCC met with Rob Tomlinson, Head of Media and Communications at the University of Edinburgh, to give their views on improving relations between the community and the university. One recommendation was that a university representative should attend MSCC meetings. The university hasn’t yet finalised its resulting plan of action, but they will keep the MSCC informed of progress.
- Given that there are likely to be occasions where other local community council meetings are scheduled to take place at the same time as MSCC meetings, Hugh Leather has e-mailed the dates of future MSCC meetings to local councillors. On the advice of the local councillors present, the group agreed to take no further action on this issue, since it was felt that adequate councillor representation is likely to be achieved even when different community council meetings coincide.

ACTION
Hugh Leather will invite Susan Bruce (SfC Neighbourhood Manager) to attend a future meeting of the group.

4 Police Report
Bruce Burt was unable to attend the meeting. An updated Police Report will be provided at the August meeting.

5 What is happening with the Sick Kids site and James Gillespies Building Campaign?
Melanie Main updated the group that Sciennes Primary School PTA has been dissolved, and a School Council comprising 15 members has been set up in its place. Melanie Main is on the new School Council, and is Chair of the Sciennes Sick Kids Group, which plans to look into future use of the grounds of the Sick Kids hospital. There has been much interest in this group from parents, and there are plans to start a campaign to obtain some of the land from the Sick Kids hospital for use by Sciennes Primary School.

The James Gillespie High School Building Campaign is concerned with the issue of the high school falling into disrepair. Emergency works to the school will take place over the summer holidays, and the campaign group is awaiting news from the Children and Families Committee as to any other likely future developments.

ACTION
Hugh Leather will invite Councillor Marilyne McLaren, Chair of the Children and Families Committee, to provide an update on this issue at a future meeting.

6 Reports of meetings by members
6.1 Quarter Mile
Since the May MSCC meeting, no further meetings have been initiated by the Quarter Mile developers. However the group briefly discussed plans for one of the development’s retail areas, which will open on to Middle Meadow Walk, and will include approximately five shops. Unofficial reports indicate that the largest of these retail units is likely to be leased to a local retailer. It will be possible to access these shops, and the rest of the development, from Middle Meadow walk, and concerns were expressed that this is likely to result in the loss of the grassy area currently to one side of Middle Meadow Walk. Concerns were also expressed that the wall behind the ‘Quarter Mile’ barrier on Middle Meadow Walk has been demolished, contrary to the original developers’ agreement with the Council.

6.2 James Gillespie Primary School Board
Ken Dougall updated the group that the James Gillespie Primary School PTA has been dissolved, and will be replaced by a School Council. The new Council’s constitution has been finalised, and membership elections are scheduled to take place in September.

7 Notices of meetings/events of interest
A meeting of the Edinburgh Association of Community Councils will take place on 30th June, at 10am in the City Chambers. John Simon will attend. Someone from each Neighbourhood Partnership area is required to be elected on to the Executive of the Association.
ACTION
Alastair Philp will discuss with other Neighbourhood Partnership Board Members how this election process should be undertaken.

- The first meeting of the local Neighbourhood Partnership Board will take place on 27th June.
- Andy Wightman will be giving a lecture on the ‘Common Good’, at 7.30pm on 27th June, in the St Stephen’s Centre. Information about this lecture is available on the MSCC blog.

8 Any other business
8.1 Parking
Concerns were expressed at the reduction of the number of non-residential parking spaces on Warrender Park Terrace.
ACTION
Hugh Leather will investigate whether this is a permanent change to the parking conditions, and whether visitors’ permits will become available for this area.

8.2 Edinburgh City Plan
Melanie Main updated the group that she has spent some time reading through the Edinburgh City Plan, and has several concerns, including concerns that it doesn’t safeguard local shops, and that it is so flexible and loose in its definitions that it is too open to interpretation. Monica Higgins reported that the Traders Association also plans to discuss this document.

Local councillors provided clarification on the status of this document: Following the completion of the consultation period on the draft Edinburgh City Plan, the Council is currently running a consultation on the ‘final’ version of the Plan to give the community the opportunity to comment on the changes the Council has made in response to the previous consultation. The current consultation period ends on 6th July and any objections will be considered, if necessary be means of a planning enquiry. The production and consultation of updated city plans is an ongoing process, and it is likely that the consultation process on the next Edinburgh City Plan will begin next year.

ACTION
Anyone wishing to read and comment on the plan before 6th July should contact Melanie Main for an e-mail discussion of the issues it raises.

8.3 Meadows Festival
Cameron Rose updated the group. A small group comprising representatives from local Community Councils and Friends of the Meadows met for the third time on 19th June, to discuss the possible resurrection of the Meadows Festival. The group will be meeting again over the summer to discuss its recommendations, after which Cameron hopes to be able to provide a fuller report to the MSCC.

8.4 Marchmont St Giles
Marchmont St Giles Church has recently opened a new tea room called ‘Butterflies’, with the opening hours of 10am-4pm. Profits raised will be donated to the church.

8.5 Bus shelters on north side of Grange Road
ACTION
Anne Laird will write a letter to the Council requesting that bus shelters be placed on the north side of Grange Road.

8.6 Facilities for people with hearing difficulties
Hugh Leather reported that it has been brought to his attention that people with hearing difficulties may be reluctant to attend MSCC meetings if they have a problem hearing and therefore taking part in the discussions taking place. He has therefore investigated two ‘hearing loop’ systems which may enable those with hearing problems to get more involved:
- A hearing loop system for a living-room sized space would cost £65.
- A hearing loop system for a room the size of the church hall costs £800.
- Both systems are portable. There was brief discussion, and it was suggested that if the MSCC bough such a system, it may be possible to make it available for use by other local groups.
ACTION
Hugh Leather will look into obtaining the cheaper system on a 28-day trial basis, and liaise with Alison Johnstone to try to find someone who would be willing to trial the system.
Anyone who has suggestions of other similar issues that the MSCC is currently not making provision for should raise them at a future meeting.

8.7 MSCC meetings
ACTION
Hugh Leather will ensure that future MSCC meetings are appropriately sign-posted and that the door is kept open.

9 Date of next meeting
The next meeting of the MSCC will take place on Wednesday 15 August, beginning at 7.30pm in St Catherine’s Argyle Community Hall.

Unapproved minutes of MSCC Annual General Meeting, 20 June 2007

1 Minutes of the 2006 Annual General Meeting
Melanie Main explained that she was standing in for Anne Laird as Chair for the meeting. She welcomed attendees to the meeting and noted apologies. The minutes of the 2006 AGM were approved. (Proposed: Tina Cumming; Seconded: Susie Agnew)

2 Treasurer’s Report
Melanie Main explained that the 2005/06 accounts hadn’t been ready for approval at the last AGM, and that the MSCC accounts for both 2005/06 and 2006/07 were therefore being submitted for the group’s approval. A summary of both sets of accounts was tabled, and Melanie summarised that the finances are very healthy, with around £3000 in the bank.

There was a brief discussion of the accounts, and Melanie Main answered all queries raised. By general consensus the accounts were approved, and the group gratefully accepted Ed Skedd’s offer to continue as auditor.
ACTION
Ed Skedd will be sent a cheque for £50 as a token of the MSCC’s appreciation.
Anyone with ideas of worthwhile ways of spending some of the MSCC’s surplus money for the benefit of the local community should raise the issue at future meeting.
Hugh Leather will set up a private web-space to be viewed by MSCC members only. The accounts will be made available on this web-space, and regularly updated.

3 Chairwoman’s Report
Melanie Main read out Anne Laird’s report of the MSCC’s activities for 2006/07, and the group was happy to adopt this report as an accurate record.
ACTION
Hugh Leather will make the Chairwoman’s Report available on the MSCC blog.

4 Election of Office Bearers and Community Council Elected Member
4.1 Election of MSCC members
Tina Cumming nominated Sarah Marchbank to fill the remaining vacancy on the MSCC. This was seconded by Linda Smith, and Sarah was appointed a MSCC member.
4.2 Election of Chair
There being no volunteers for the role of Chair, Susie Agnew was asked if she would take on the role. Susie explained that she felt unsuited to the role, and unable to commit the time the role truly deserves. However, in the absence of volunteers, she agreed to accept the role until a replacement chair could be found, and on the condition MSCC members and attendees would play an active role in volunteering to undertake action points arising from the meetings. Susie Agnew was therefore appointed MSCC chair. (Proposed: Dorothy Ryle; seconded: Sarah Sandow.)
4.3 Election of Secretary
Susannah Lacey nominated Hugh Leather as Secretary. This was seconded by Ken Dougall, and Hugh Leather was appointed MSCC Secretary.
4.4 Election of Treasurer
Anne Laing nominated Sarah Marchbank as Treasurer. This was seconded by Sarah Sandow, and Sarah Marchbank was appointed MSCC Treasurer.
4.5 Election of Vice Chair
Linda Smith nominated Anne Laird as Vice Chair. This was seconded by Ken Dougall, and Anne Laird was appointed MSCC Vice Chair.

5 Any other business
A number of other issues were discussed during the meeting:

5.1 Matters Arising from 2006 AGM
Melanie Main updated the group:
- Money has been made available for a memorial tree for Mr Harris and this matter is progressing.
- Edinburgh City Council has decided to go ahead with the proposed street refurbishment in Marchmont (draft plans for this refurbishment were presented at the March MSCC meeting). Council representatives would like to come to a future meeting of the MSCC to discuss the refurbishment further with local residents.

5.2 Grant application
Melanie Main explained that the Council’s planned street refurbishment will remove the need for the MSSC to obtain a grant to pay for new notice boards for that area, and that the MSCC has the option of withdrawing its current grant application and re-presenting an amended application. The group discussed other possible improvements that might be included in an amended grant application, including:
· The need to make improvements to those areas of Marchmont not included in the Council’s planned street refurbishment.
· The possibility of putting a notice board in the Causewayside area.
· The replacement of the broken bench at the west end of the cemetery.

ACTION
Melanie Main will look into the possible revision of the grant application after the summer.

5.3 Blog
ACTION
Hugh Leather will give a presentation at a future MSCC meeting explaining how the blog works, including an explanation of a function that allows certain areas of webspace to be accessible to MSCC members only.
Hugh Leather will look into ensuring those without internet access can access relevant information from the blog.

Bruntsfield Short Hole Golf Club

Bruntsfield Short Hole Golf Club won the 5th holding of the ‘Hickory Open’, by defeating Georgian Antiques in the final by 3 & 2. [more]
The golf events on Leith Links having now concluded, this famous site of golfing history reverts to other sporting activity for the next 12 months. However, Leith has a return challenge match at the Bruntsfield Short Hole Golf Links on Thursday 26th July 2007.

REPORT ON FINDINGS OF UNIVERSITY OF EDINBURGH FOCUS GROUP

REPORT ON FINDINGS OF UNIVERSITY OF EDINBURGH FOCUS GROUP – MAY 25TH, 2007.

The focus group was attended by the following representatives of the Marchmont/Sciennes Community Council:

Hugh Leather; Sarah Sandow; David Rintoul; John Simon; Susannah Lacey.

The group was facilitated by Robert Tomlinson of the University’s Communications & Marketing department.

Discussion.

To begin proceedings, community representatives attending the group filled out a brief questionnaire in which they were asked ten questions relating to their impressions and opinions of the University, its reputation and the way it relates to the wider Edinburgh community. A discussion lasting some two hours was then commenced, based around some of the responses to key questions.

Initially, people were asked to share their responses to questions such as:

“What is the first thing that comes to mind when you think of the University?”

This elicited responses such as:

“Fun”; “Drunken students brawling in the streets”; “The rape of George Square”; “Academic achievement”; “Students.”

Focus group members were also asked to share their responses to the question which asked for people’s impressions of the University.

This elicited responses such as:

“Positive”; “Advantageous for economy but not necessarily for the community”; “A monolithic structure”; “High academic standing, good on public health”; “Unpleasant modern architecture.”

Focus group members were then asked to share their responses to the question which asked what kind of reputation they thought the University had with the people of Edinburgh.

This elicited responses such as:

“Mixed”; “Good”; “Good – but driven too much by science”; “Varies from pride in its international reputation to complete indifference”; “Indifference in far-flung parts of the community.”

The discussion was then broadened out to focus on the University’s approach to community relations generally and how successful or otherwise it had been in its interaction with the wider city.

The image and role of students within the community and how that can affect the University’s reputation was identified as a major community relations issue for the institution’s authorities. Focus group members were concerned that the “central” University authorities did not pay enough attention to how student behaviour can shape community attitudes. It was felt that the University should provide greater guidance for students about their role within the community and what constitutes acceptable standards of behaviour - particularly when students move out of halls of residence and into private properties within the city.

It was also felt that the University needs to encourage staff and students to participate more widely in the life of the wider Edinburgh community by engaging with and becoming members of community groups. This could take the form of presentations/talks regarding the University’s research work and the extent to which it is benefiting the wider community (i.e. medical breakthroughs and scientific discoveries for which the University is responsible.) The way in which the University communicates and markets its work and facilities could be widened out, it was felt, with a greater cross-section of Edinburgh society being included in news updates as well as being given opportunities to feed back their views to the University.

Summary

Once the discussion had ended, the group decided on three key issues that the University needs to bear in mind if it wishes to maintain and improve strong community relations. Here they are in order of priority:

  1. Students in the community and their effect on the University’s reputation. Students need to be issued with comprehensive guidelines about their behaviour/neighbourliness etc. There should be a system of placing older student wardens/mentors in shared accommodation.

  1. The university needs to be more open about the internal structures/running/funding of the University – proactive engagement with community groups would help this.

  1. The University should create a space on its main website for use by the local Edinburgh community. This would provide an opportunity to promote events and issue news updates as well as affording an opportunity for forums, debate and comment about University-related issues. Current university news publications (such as Bulletin) should be emailed to local community groups and a new newsletter should be created for an external community audience.

What happens now?

The views and information gathered as a result of this focus group will be collated along with the results of other market research activity which the University is undertaking to inform its community relations strategy (this includes a number of other focus groups, as well as one-to-one and group questionnaires/surveys). Key themes emerging from the research will then be included in the strategy to ensure that good community relations are maintained and improved.

Streetscape Improvements to local shopping area

As you will be aware we have recently completed a small study looking at possible streetscape improvements to the local shopping area at Roseneath Street and Argyle Place. We now have funding to take the project forward this financial year and as a first stage are planning a public consultation on the draft proposals towards the end of this month (see below).

We would like to ask if we could come along to the community council meeting on the 15 August to present the consultation feedback. Could you get back to us and let us know if this would be appropriate.

I have attached a copy of our poster advertising the consultation, if it were possible we would be most grateful if you could put up a copy on your community council notice board or any similar suitable locations.
