Parking Pemits for Business Premises
THE CITY OF EDINBURGH COUNCIL IN EXERCISE OF THEIR POWERS UNDER SECTIONS 1(1), 2(1) TO 2(3), 4(2), 35, 45, 46, 49 AND 53 OF, AND PART IV OF SCHEDULE 9 TO, THE ROAD TRAFFIC REGULATION ACT 1984, AS AMENDED, PROPOSE TO MAKE AN ORDER.
THE EFFECTS OF THIS ORDER WILL BE TO:
(a) Rename ‘Retail Permits’ as ‘Business Permits’ and allow an extended range of businesses to apply for these;
(b) Limit the number of permits to two for each qualifying business;
(c) Allow the requirement that business vehicles must be liveried to be relaxed;
(d) Require businesses to demonstrate that their vehicles are essential to their daily operations;
(e) Clarify that tradespeople operating from home are entitled to apply for a trades permit.
(f) Allow tradespeople to buy permits for any number of complete months.
A COPY OF THE DRAFT ORDER TOGETHER WITH (1) A MAP SHOWING THE AREA AFFECTED, (2) A STATEMENT OF THE COUNCIL’S REASONS FOR PROPOSING TO MAKE THE ORDER AND (3) A COPY OF THE ORDER TO BE VARIED MAY BE EXAMINED BETWEEN THE HOURS OF 9:00 AM AND 3:30 PM ON MONDAYS TO FRIDAYS DURING THE PERIOD 11 APRIL TO 7 MAY 2008 AT THE CITY OF EDINBURGH COUNCIL, MAIN RECEPTION, CITY CHAMBERS, HIGH STREET, EDINBURGH.
ANY PERSON WISHING TO OBJECT TO THE PROPOSED ORDER SHOULD SEND DETAILS OF THE GROUNDS OF OBJECTION IN WRITING, QUOTING REFERENCE TRO/08/06A TO THE DIRECTOR OF CITY DEVELOPMENT, (TRANSPORT), WAVERLEY COURT, 4 EAST MARKET STREET, EDINBURGH, EH8 8BG, NOT LATER THAN 7 MAY 2008.
ROADS AFFECTED:
THIS ORDER AFFECTS ALL ROADS FORMING CONTROLLED PARKING ZONES 1 TO 8 INCLUSIVE.
FURTHER ORDERS, TO BE ADVERTISED LATER IN APRIL, WILL EXTEND THESE CHANGES TO ALL OTHER ROADS WITHIN THE CONTROLLED PARKING AREA.

Merging the New Zone 8 into Zone S1
Now, the proposed boundary changes are quite significant, making a long, thin, smaller zone 8 between the Meadows and S1.
I've talked to a (very) few people and consensus seems to be that it would be much better for that new little zone 8 (not the new 8A) to be merged into S1.
Susie Agnew and I made a presentation on your behalf to propose this to the council this morning. The suggestion seemed well received. There will be further consultation about this. But, while there wasn't time to canvas many people before the meeting, it is important to check that our suggestion meets with general approval.
Please, so that we know we are proposing the right thing, leave a comment on the blog stating if you are for or against merging zone 8 into S1.

Shared Use Parking Update

As part of the Parking Strategy Revue this section have been asked to investigate the introduction of "shared use" parking bays within the Peripheral Area parking zones. Warrender Park Terrace will be considered at this time. A report on this matter will shortly be submitted to the TIE Committee.

RE: TRO/06/131 MEADOW PLACE EDINBURGH
On behalf of Marchmont and Sciennes Community Council I wish to object to the proposed TRO/06/131 which prohibits motor vehicles from the northern section of Meadow Place for 24 metres.Blocking access and egress from Meadow Place to Melville Drive will cause greater congestion and confusion. In particular we are concerned that the junction of Marchmont Road and Melville Drive which is already a busy junction will become more dangerous with more cars having to use that junction as the only viable alternative. There have already been a number of accidents and at least one fatality at that junction and increasing the use can only exacerbate the problem. In particular there is a difficulty in turning right onto Melville Drive. The traffic on Melville Drive is fast flowing and there is usually a queque of traffic trying to turn right into Marchmont Road. As well as dealing with a busy junction motorists have to deal with the pedestrian/cycle crossing less than 20 yards from the intersection in Marchmont Road and another to the east in Melville Drive at the foot of Meadow Place. A number of residents use Meadow Place to access Melville Drive because of these difficulties. We fear that there will be even more fatalities. The junction is seldom quiet and there already a dangerous mix of pedestrians, joggers, cyclists and motorists all trying to use the one area of the road.If traffic lights with right/left filters and a yellow box were proposed this would help since crossing at the junction would be co-ordinated for all users. At present there are too many options on the one junction with motorists having to watch for gaps in the traffic to move, cars coming from all directions and two very busy pedestrian/cycle crossings being controlled by users.Anne LairdVice ChairMarchmont and Sciennes Community Council2 August 2007

7 Parking Permits for Retailers and Tradespeople
(a) Deputation – Marchmont and Sciennes Business Association (Agenda item number 30(b))
The Executive heard a deputation on behalf of Marchmont and Sciennes Business Association expressing concern regarding the cost of the proposed parking permits for retailers and tradespeople. It was essential for small businesses to be able to park their vehicles outside their premises. The deputation felt the Council should ensure that the scheme was financially fair and supportive of local businesses.
The Deputy Leader thanked the deputation for their presentation and invited them to stay for the debate on the matter.

The deputation felt that the Executive should consider either charging businesses at the same level as residential permits or halving the proposed business permit charges.
The Deputy Leader thanked the deputation for their presentation and invited them to stay for the debate on the matter.

(c) Report by the Director of City Development (Agenda item number 44)
Information was given on proposed arrangements to assist retailers and tradespeople to park within the city centre controlled parking zones. Approval was sought to proceed with the scheme in a modified form and to authorise the making of the Traffic Regulation Orders to allow the scheme to be implemented.
The matter had been discussed at the Environmental Quality Scrutiny Panel on 21 March 2007. The Scrutiny Panel had recommended that the Executive approve the Director’s recommendations and that the Essential User Permits issued to Marchmont and Polwarth pharmacies be extended until the conclusion of the ongoing review of Essential User Permits.
Decision
1) To repel the objections to the proposals to introduce parking permits for retailers and tradespeople.
2) To make Traffic Regulation Orders TRO/06/86 to TRO/06/96 inclusive and TRO/06/135 to TRO/06/139 inclusive as advertised, except that the introduction of Type 1 permits for tradespeople be deferred meantime and the wording of the Orders adjusted accordingly to take effect from 23 April 2007.
3) In terms of Standing Order 58(7), to implement decisions 1) and 2) ahead of any consideration by a scrutiny panel on grounds of urgency in order to implement the Traffic Regulation Orders.
4) To note that the operation of the new arrangements would be monitored and a further report submitted to the Executive early in 2008.
5) To extend the temporary Essential Users permits issued to the Polwarth and Marchmont pharmacies until the outcome of the proposed review of Essential Users permits was known.
6) To instruct the Director of City Development:
a) to research the level of demand from other classes of business within the CPZ extension with a view to considering extending the use of the retail permit to other local small businesses and that a further report be submitted to the Executive once the results of the research were known; and
b) to consult with local businesses on the promotion of local business activity.
